Pueblo Moves to Mandate Life Jackets at Waterworks Park Amid Rising Water Rescues

In response to a surge in water rescues and near-drownings, the City of Pueblo is preparing to update its municipal code to require life jackets for all visitors at Waterworks Park, regardless of age. The move comes after a string of incidents this summer, including a dramatic rescue of a family whose tube capsized in the Arkansas River’s swift.

Currently, Colorado law mandates personal flotation devices (PFDs) only for children under 13. But Pueblo officials say that’s no longer enough. “We’re seeing too many close calls,” said Pueblo Fire Department spokesperson Tim Trujillo. “The river doesn’t discriminate by age. If you’re not wearing a life jacket, you’re at risk”.

Waterworks Park, which opened for full use this season, was designed with safety in mind—engineered boulders help redirect currents and reduce undertow. Still, the Arkansas River’s unpredictable flows, especially after heavy rains, have proven dangerous. “Even experienced swimmers can get caught off guard,” Trujillo added. “The cold shock alone can lock up your muscles before you even realize you’re in trouble”.

The city’s new ordinance, expected to pass in July, will align Waterworks Park with other high-risk recreation zones along the river. Officials have already installed updated signage and are working with local vendors to ensure life jackets are accessible to all.

Residents like Felicia Bertaud support the change. “We’ve always made our kids wear life jackets,” she said. “It’s just common sense. The water looks fun, but it can turn dangerous in seconds”.

Beyond Waterworks Park, Pueblo’s broader water safety efforts include public education campaigns, river condition alerts, and partnerships with local outfitters to promote safe recreation. The city’s message is clear: life jackets save lives, and wearing one should be as routine as buckling a seatbelt.
