Colorado Voter Guide: What’s on the Ballot This November


As Coloradans prepare to vote in the November 4 election, this year’s ballot features two major statewide measures and dozens of local contests that could reshape education, taxation, and community governance. With early voting already underway and turnout surpassing previous off-year elections, the Dispatch offers this nonpartisan guide to help voters navigate the key issues.

The most prominent statewide measure concerns long-term funding for the “Healthy School Meals for All” program. Originally approved in 2022, the initiative provides free breakfast and lunch to all public school students. While widely popular, its projected $115 million annual cost has prompted debate over how to sustain it. The new measure proposes a tax increase on high-income earners to secure permanent funding. Supporters argue that universal meals improve student health and academic performance, while opponents question the fairness of the tax structure and urge more targeted spending.

A second measure addresses property tax reform, aiming to cap annual increases for residential properties while adjusting commercial rates. Proponents say the measure will protect homeowners from rising costs and stabilize local budgets. Critics warn it could reduce funding for schools and public services, especially in fast-growing counties.

Local elections are also drawing attention. In Denver, four of seven school board seats are up for grabs, with candidates debating curriculum standards, teacher retention, and equity policies. Across the state, school board races in Jefferson, Douglas, and El Paso counties are expected to influence education policy for years to come. City council contests, county commissioner races, and local tax proposals round out the ballot in many jurisdictions.

Voters can cast their ballots by mail, drop box, or in person. Ballots must be received by 7 p.m. on Election Day to be counted. The Colorado Secretary of State’s website offers sample ballots, polling locations, and voter registration tools.
